How to charge for file system building and maintenance

I have a possible client and am not sure how to charge them. They are a real estate company that needs help with their crazy files. Was originally thinking of charging a flat rate for this service but sounds like they have a lot of work that needs to be done.
Any advice about the initial building of the file system and then there is the weekly or bi-weekly maintenance that is also a possibilty?

I guess you need/should ask the workload specifics. In that case, you'll be able to roughly estimate how long it will take you to complete the first phase of the contract (building the filing system) and price your services accordingly.It doesn't matter what the workload sounds like, you need to know exactly what you're quoting for.
If I were you, I'd propose a fixed rate for the initial part and hourly for the maintenance (I suggest hourly because unlike building the filing system, maintenance will probably vary from week to week so it's better not to rate on an estimate)
